Ralen Hlaalo quest

I am doing the Balmora House Hlaalu quest where you hav to find out who killed

Ralen Hlaalo , i found out its Thanelen Velas whos in the council club and

now i hav to kill him , but when i taunt him he just stands there,

I killed him by attacking him but i end up with a huge bounty and guards chasing me ,wen i pay up they steal all my gear as well as the money . and i get a good tellin off from house hlaalu 'the cheek'

 

How do I taunt him so he attacks me . I get a few sucessfull taunts but wen the blue bar drops to 0 it just fails all the time ,

 

And are the guards suposed to steal all my gear

ok... to taunt someone u have 2 have high personality and speechcraft skill. just cos their disposition goes down doesnt mean u've been successful. only when they say "That does it!!" with a red Goodbye button underneath the text have u succeeded. just keep trying, or u cud go purchase some telvanni bug musk (try checking at alchemists in Sadrith Mora for that) and then gulp it all down and try taunting him.

 

also, if the guards take ur gear its usually because u've stolen it in the past (how they know i dont know) so just drop ur entire inventory on the ground (including equipment) b4 a guard gets 2 u, then pay the bounty and u wont lose anything.

And for Taunting him, you could bribe him so you could taunt him over and over and over again. You complete the quest, AND your speechcraft goes up. Plus you get your money back as a reward for the quest.

Or you can use a Frenzy Humanoid spell on him (school of illusion). You can buy one from the Mages Guild in Sadrith Mora. It's too low level, so get the vendor to make you a more powerful one (don't go for area). It doesn't cost much - 3/400 septims max. I've waffled on about how useful this spell is before. When you have to bump off those who refuse to talk to you it's the only way to avoid getting those pesky bounties.

If you go talk to Nine-Toes and go back you have no problem...other than you taunt them. But you could just kill him if you are also doing...er...I think it's Varrio's? quest at the Legion fort. Velas is one of his "bad people" and if you kill him and the other three people from the Commana Tong there, you can kill all of the people who are in the Balmora Council if you have to, and haul back to Varrio as fast as you can you can get the bounty to just vanish, and a little gold and a ring of Cameleon or Invisibility I can't remember which...two birds with one stone.
