LE Urban Thugs (AKA Highwaymen Spawn in cities)

I've looked all over the nexus for a mod like this, and have come up empty handed.

 

Can someone please make a mod that occasionally spawns NPCs like highwaymen in cities at night? AKA they walk up to you, and demand you give them money and attack you if you don't?

It never made any sense that everyone goes on and on about how dangerous cities like Riften and Markarth are at night, yet you can wander around alone at 2 AM with no worries whatsoever about getting a knife through your face or an arrow in your eye socket.

 

And if possible, this is just a bonus request (I'd be more than happy if just the above was done) the mod could have hired thugs hunt you down if you kill the robbers or refuse to pay, so paying them will actually be necessary for lower level characters unless they want to deal with more trouble down the line.

guards should be set to help you, ... or not depending on the city

yeah in Riften the guards should just watch unless you are a member of the thieves guild. And in Windhelm they would only help you if you were a Nord.

Actually, that's a common misunderstanding. Stormcloak propaganda is less about "Nords are the master race and no one else is welcome in Skyrim!" and more about "We won't just let an outsider come in and tell us what we can or can't do!".

 

But I digress, I don't know any mod of the type, and I'm pretty sure that some thieves will try to rob you as a random encounter. Not bandit assaults, but actual thieves.

it also could depend on where you are, you could be attacked by beggars, thiefs or skooma addicteds when in riften, forsworn simpatizers when in markart, biggots if you where a dark elf, argonian or kahjiit in windhel and so on.

It'd be nice if thieves tried to pick your pockets in Riften and you could turn around and catch them in the act, and they'd either run away or try and kill you.

 

Also, it'd be pretty cool to see assassins hanging around in Falkreath and, after DB quests are completed, in Dawnstar.
