geck files not working in fallout HELP

i have made mods using the geck before and never had this problem, i make a mod and as far as i know it should function perfectly in game and im to the point where im just making a simple test mod (replacing one of the pistols in the megaton armory with a sawed off shotgun) i save the geck file and it acts exactly how it should when i save it, the file is in the right directory, and i can select it with the fallout 3 data files screen as well as in fomm, but when i get in game and look where i put it on the table, its not there, but i can load other mods like form nexus with no problem whatsoever (im probly running about 30 different mods in my current playthrough with little to no problem). i think what caused the problem is when i deleted and reinstalled steam because of an issue that turned out to be me just being an idiot, before that i could edit perks, guns, armor, and everything else under the sun. since then i have reinstalled the geck and still it does the same thing, i suspect i just have to go into a notepad file in the geck and change a value from 0 to 1 or vice versa, please help me figure this out, its probably a really simple fix but im out of ideas

p.s. here is a picture of the original file i was working with when i noticed the problemignore the bottom part, but i selected the mod shown in the geck image, and loaded it via fomm, and a 2nd time just using fallout 3 datafiles, and when i exit back back out and load fomm or datafiles again, my mod (megatonarmory.esm or esp or whatever) is still selected, like it is indeed using it, but in game nothing changes, again this is the first time iv had this problem, you assistance would be greatly appreciated.

Any program you have installed in "Program FIles" will come under Windows User Account Controls. This is a program designed to prevent any non-windows program (virus) from making changes to any of the programs installed in "Program Files" Go on Steam and get the instructions on how to uninstall and then reinstall Fallout 3 out of the Steam folder and out of "Program FIles". You do not need Steam in order to play Fallout 3.

 

After you have Fallout installed, uninstall and reinstall GECK and any other programs you need. This should correct your problem.

In FoMM, under the Tools menu, does Archive Invalidation have a tick next to it? If not, click it, If it does, Turn it off the on again, I had this same problem. Try my way first, if that doesn't work, Try His ^^
