Already set things are:

people names, city name, and how to get in, and i will make two kinds one were you own the city and one where you dont... give ideas on witch one you want or both

What i need:

where to get in, how many houses shops etc. , what the main race is (ex imperial) , anything about security, anything about quests, things about player owned homes, if you want new classes or factions etc. , and anything else you can think of

P.S. im still learning on how to make new items but i will get to that later if you want post stuff about new items and stuff

My 2nd mod was an underground city actually. As for location, you should worry about that last honestly, you can just set up a test door and then after you have a good story decide where it would fit best in cyrodil. There are always many things to consider for a town; if you want to include an origin story, relationships between characters, and also if the town offers anything that is not found in the main vanilla game (unique shops/items/ect).

Story is gonna be something you probably want to work on first; you should try and explain a little about why the people are underground >.<. Also, will the quests take place mostly in the city or outside, and will there be other parts such as caves/dungeons that can be accessed from the city.

As for security, you need to consider if you want guards or not; if you want an actual prison system, it's possible but it will require a fair deal of messing with factions/scripting/ai and dialogue.

For items and whatnot, I find it's best to just play oblivion for a bit and get a feel for what the game has too much of, what it doesn't have enough of, and what players might want.

I'm not sure what you mean by owning the city or not, do you mean depending on how you access it you can end up owning it?

In any case good luck, feel free to check out my mod if you like. I kinda focused more on the dungeon aspect so my underground city was pretty small, but still.

There will be a few quests and there are a couple relations and the countess if you dont own it will be the name of the city. Everything will be unique except items and textures.

why they are underground is because they had a forseen end to cyrodill (the dremora) and made an underground settlement like in fallout.

the rest of the story i want a suggestion about

there will be a guard house a prison and castle type thing

and what i meant about the city is there will be two files

one that when you enter they think you are the hero who will save cyrodill so they give you the city and the guards

and the other they just think your a commoner and they will let you buy a house or something

the types of building's i intended on are:

Inn with a tavern

an appartment type thing for the low weatlh

small houses for medium wealth

and a shelter for the homeless

a market complex

right now ther are going to be:

a countess (unless you are count/ess)

night guards with a captain/s

day guards with a captain/s

11 male villagers

9 female villagers

a count/ess bodyguard

4 shopowners

an Inn owner

appartment owner

and a town milita of 4 people

and there will be a cave or something were an on going fight will go on with people of your town and rats, goblins, and more

Although really tired right now (what's new) I can try to help out with the storyline.

Okay, so it's underground and dremora related and kind of a "secure" location or hideout type of thing.

I want you to give me some specifics, and don't mind it if I change some things in what I will give you as a story as you can decide what paragraphs to include or change or not use at all.

Just take 10 minutes and use your imagination:

Who: Who is the leader?

How: How did the city come to be? Like, did they escape from demora lord control? Did they get cut off from their planes of Oblivion and are now rogue? Did they get into a battle at some point in history and fled and secured the location that they exist now, cut off from the rest of the world and eventually forgotten?

Where: Generally. On east, south, north or west sides of Cyrodiil? Don't need to be specific. Are they under the swamps of Leyawiin, or in the mountains near Bruma? Are they completely under the water of the seas or buried deep under the Imperial City? Are they in Cyrodiil at all?

When: When did they get there? 20 years ago? 50? 100?

Is the player considered a hostile, or will he become an invited guest? Does he stumble upon the city and not attacked?

Give me just a little detail and I'll write you a story.

Be well, sleep well, fight well, live long.

I don't think that he meant that the inhabitants are Dremora, I think that the inhabitants are Khajit, and they fled to live underground in fear of the main story line of Oblivion, aka the Dremora invading Cyrodiil.

yea well heres what i got about the storyline... and yes i meant they are khajit

who is the leader ... Countess Reming who was the one that saw the visions of dremora and made the city

The city came to be because they predicted the dremora......... and i might make it so they get attacked or have somewhere they are at or something

you don't often see khajit so they were kinda cut off and forgotten , nut people will visit sometimes

the location where to get in is in an abandoned building outside I.C. district and by the village of weye

There will be two different files one where you are just the first commoner and find there place..

the other file gives a nice quest for them to think you are the savior or something of Cyrodil...

they had the village completely established about a year before the emperor was killed, and it took them 5 years in total

the lands name is City of Reming

One way that you could make your city unique is to build an underground city suspended above a "bottomless" pit, where platforms have been built supported by the huge stalactites, and footpaths, with houses and tunnels carved into the sides of the pit as you go deeper. Additionally, have a large hole to the surface serve as a primary source of light with spiral staircase on the side to serve as an entrance.
