Do you have a graphics card to go along with that? Vanilla Oblivion is not graphics intensive, but mods, especially the hi-resolution clothing mods shown off in a lot of the screenies around here, defnitely add load on the GPU, and the CPU. Your processor is not good enough to add a bunch of mods that add AI packages and polys to calculate. Many hi-res clothing and armor mods add the latter, and many overhauls, quests and companion mods add the former. Of course, that system is going to start dragging.
