ub3rman123
First, UAC on Windows 7 is going to give you problems. You have 3 options. The last is a bad idea.1. Set special settings to allow Oblivion past it. 2. Install Oblivion outside its default directory, such as in My Games.3. Turn off UAC (Not good). Next, to install mods.. Most mods come in either a 7-z file, a .rar file, or an OMOD. 7-zip files and .rar files are easy. Open them up with the program of your choice, and move the contents into the Data folder of Oblivion, by default at C:\Program Filesx86\Bethesda Softworks\Oblivion\Data in 7. There are a few mods that don't use that process, such as meta things like OBSE, though. Open the Oblivion launcher, hit Data Files, and tick the box beside the mod you just installed. For OMOD files, install OBMM, and move the OMOD into OBMM's plugins folder. Then start OBMM and activate the OMOD.
Tomlong54210
You need to reinstall Oblivion. This guide will walk you through the mod using process. BFG99
There's a useful link on the Unofficial Elder Scrolls Pages about how to install official mods (DLC) on Windows Vista or 7.Look for the section of the page entitled "Secure Loader or Aladdin HASP error". Solution #5 is virtualy guaranteed to work. http://www.uesp.net/wiki/Oblivion:Official_Plug-ins#Installation_Issues
