Make sure you are using the right software versions (Blender, Python, PyFFI, NIF Scripts) and that they are installed correctly.

I use the "Blender 2.49b Experimental" package on this page and it works perfectly on WinXP 32-bit and Win7 64-bit.

If you are still having issues after that, then I'd say you are trying to export something in a way it isn't supposed to be exported.

No, just download the 2.49b experimental version only. If you have existing installs of the software, uninstall them 1st before following the instructions to install 2.49b programs.

I think what you were trying to say is that you have OBJ models that you are trying to IMPORT into Blender. Once imported into Blender, you typically save the model in .blend format and later EXPORT to another format such as NIF. To import an OBJ file, you don't even need any other software installed other than Blender since Blender can import and export OBJ files natively (without Python, PyFFI or Blender NIF Scripts).

So, if you already have Blender installed and it could not import an OBJ file, it is possible you won't be able to import that particular OBJ. It is rare that OBJ files fail to import but it is possible. In that case, I'd look to other 3D modeling programs that could possibly import that OBJ file successfully and re-export to a new OBJ file to see if Blender can import the newly created OBJ.
