No. There isn't an easy explanation for how to make meshes. Get used to this fact, stop complaining, and just invest the time in learning how to do it. A couple months of serious effort and you should be able to learn it pretty decently. If you can find a program to work with DDS files, remember seeing a discussion on this somewhere, you could use that, but I don't know what kind of results you'd get out of it. As for meshing, Believe only blender, 3dsmax, and milkshape can be used, and their use as far as I know, tends to be quite limited to basic meshediting. If you're unable to get anything going with this stuff, just using the CS alone has enough potential to turn out some decent mods if you're willing to put forth the effort. Should you need something to help complete a certain look/feel, there is the modders resource section that can provide an alternative to doing your own meshing/texturing.
