There's a ton of mods out there, especially for the Elder Scrolls games. If you're interested, there are a bunch of lists of mods here on the site that might help you find what you're looking for in specific if you'd like the link? And you are quite right, you haven't seen Oblivion till you've run it with Better Cities, Unique Landscapes and Natural Environment added all at once, it's a totaly diferent game, and infinitely more beautiful.
