Titles of Oblivion

I don't now if this is possible, i really don't know anything about modding or script-editing. I will possibly use this opening line for every mod request. And i've actually just copy pasted this and made a word document for it.

 

I would like to see titles in the game. With that when you kill more than 200 npcs you would get The Feared Murderer title which could give you bonus to blade and blunt skills and you would be less likely attacked by guards because you killed someone near them instead they would ask you for the fine or jail but when you say resist arrest you would have a precent chance to make them run away. Or a title you gain after having more than 50 destruction spells you would be Elemental Master and you would have destruction skill bonus, magicka fortifier and a magicka multiplier. And when you achieve the title the game would say "You have unlocked The Eagle Eye title". The titles would be in the active magic effects list as constant effects.

I wonder if it'd be possible to find the script for the stats thing in-game. You know, the "People murdered", "Items Stolen", or "Jokes Told". If you could find those, you could rig them up to a quest to set you into a faction ranking with the 'title' in it.
