Can't restore items in thsting hall

i've been making machinimas in oblivion, and been using the testing hall as a place to get items/ armor for the scenes, i went back to the testing hall to get something i had previously gotten then dropped before and realized, that the warehouses doesn't reset and i can't get the items i need. is there a console command to make everything on the ground return to where it was originally?

Anything placed in-game won't be respawned if you take it, except food. I'd rather use FormID finder or Refscope(require OBSE) to find out the base ID of the item, then use console command to add it to the inventory.
