stand and stare?

After script-rezzing unique ID'd monsters that were previously slain in my mod, they stand and stare as if locked out of animation. This only seems to happen when the monsters are a certain distance or more away from the player, like not in the immediate vicinity but another part of the same dungeon/cell. When rezzed in the immediate area it seems to work and they will start combat. When testing in-game console commands like 'startcombat player' or 'evp' on the "further-away" monsters it does nothing. They don't even walk around but stay stuck in place, looking around but otherwise not moving.

 

If anyone has any idea what could be causing this, or would like to see relevant scripts or the mod itself, please let me know. I will happily kudos and credit anyone who can help me in the readme.
