Start quest when mod has finished loading?

i've been hearing that all I need to do is check "Start Game Enabled" in the Quest Data tab, but it won't work.

 

If I use the GetStage command in-game it says the stage is at 0, but my quest only has stages 30, 40 and 100.

 

Is there anything else I need to do? Or is there maybe another way to add an item or spell to the player's inventory when my mod has finished loading?
