Creating A New Skill

I have been playing around with the editor and I wanted to create my own skill to add to the game. But when i tried to create a new skill it wouldnt let me?? is there any way to do this or is their no way to create a new skill. The only way i hae found out to do that is to make a script that keeps trake of the skill level and stuff. So please tell me if the only way is to do the scripting i have been doing or if there is another way to actually create a skill

Currently, as far as anyone can tell, there is no way of adding new skills.

You definitely have to script to add skills. If you look at the scripts in Retro's Fletching and Imbueing mod and the Crafting Engine esm that comes with it you might get some idea as to how to go about it, at least.
