I recently moved my Oblivion to a different computer, and i decided to get a little more indepth with modding. and by in depth i mean getting around to installing OBSE, UOP, and update 1.2.0.416 (something along those lines). anyway, after i installed 1.2.0.416, i installed UOP. after i did that, i downloaded OBSE. however, when i tried to view it in the bethesdasoftworks/oblivion folder (and by it i mean the editor, loader, and the master file), it didnt show up (i know for a fact i didn't do it wrong, as ive done it before and are experienced at installing mods for me and my friends who play oblivion). it just wasnt there. and then when i tried to open "data files" out of the launcher for vanilla oblivion, it told me that there were no data files, and to reinstall oblivion. what the hell happened?

Was your old computer winXP and your new computer win7 or Vista? It sounds like you have the UAC problem from having installed into c:\Program Files (x86) on an win7/vista. You'll need to install Oblivion somewhere else... say c:\games... in order to avoid the UAC "bug".
