Skyrim crashing on loading a game, or starting a new game

Skyrim is crashing on loading a saved game, or starting a new game, about midway through the loading. It is different than a normal crash (idk load order issue) which CTD nice and clean, this crash involves it whiting out and coming up with a windows box.

 

I am using mod organiser. My game is a steam copy of the legendary edition (latest patches etc.). I have 12gb of ram, a 4790k at stock 4ghz clock, a r9 280x at stock, and windows 7 ultimate.

You might need to clean your skyrim game.

Thanks for your help. I have done this prior to posting this, i clean all my mods as loot points out their dirtiness (aside from mods that have to be dirty)
