cryocry
Well, technically (with no mods), Daedric armor is the best. But, my favorite light armor is Elven and my heavy is (one of them) steel.
Lukeass
ACTUALLY, although both a full set of Glass and Daedric armor give the wearer an 85 armor rating at 100 pts in each armor skill, without a shield (when using a two-handed weapon or going hand-to-hand), Daedric armor only has a 64 armor rating while Glass has a 67 armor rating, actually making glass armor the best choice for a shieldless character (at least at the end, Heavy Armor is still better throughout the course of the game). But I digress... I personally think the some of best looking armors are the ones the creators made the most powerful (Glass and Daedric), but Dwarven armor is my all time favorite, with an honorable mention going out to the Imperial Legion Rider Helm (the one with the Romanesque brush on top). Ugliest Vanilla: Fur Helm, Glass Helm, DB Armour & Arena Armour Ugliest Mod: Since I don't Mod, I don't deserve the right to critisize.

Huh. Well I'll be damned. The Light Armor skill is better, anyway. When used with armorer, and a sigil stone with a 20% shield, a raiment of elven armor (raiment=boots, cuirass, gauntlets, and greaves, you should know, as an arena raiment takes up all those slots, unless you're not in the arena), and a hood (yes, a hood!) with 20% shield, with it being repaired at 125% (expert of armorer), will give the wearer an 85% armor rating (indestructable with non-enchanted weapons, I think). So, the better armor skill to master would probably be light armor in the long run. For a master of both armor skills (like me, and I have all the skills mastered... ok, I cheated... and also by putting me at level 35), in the arena, a lighter raiment would actually be better. But I got a heavy raiment :( ... Wah!
Rhydderch Hael
A character's total armor rating is capped at 85. Enchantments of Shield or Fire/Frost/Shock Shield added to any set of armor, either Heavy or Light, can get you to that cap when you've mastered that particular armor. Hell, if you jam Transcendant Sigil stones that impart 20% Shield to a shirt, hood, pants, and shoes, you'll get an armor rating of 80 from clothes! Throw in the Wrist Irons your character starts out with, and you'll easily max out the armor— without any sort of base armor rating or a shield. On the cheap outlook of things, a Master of Heavy Armor and Master of Light Armor will carry the same weight (zero!); move at the same speed (that is, if their Speed attributes are the same— ignoring the fact that Speed is a defining attribute of Light Armor); and have the same Spell Effectiveness. Only part where HA is inferior to LA is in regards to Sneak— and only if you happen to be a Novice or Apprentice at Sneak (Journeyman's perk is, of course, the ability to sneak no matter how heavy your boots are). Hardcore number-crunchers will debate as to the best armor in terms of how many enchantment slots you have freed up once you do get to 85. You can reach 85 with a low-grade armor set, but at the cost of enchanting nearly every single piece with a Shield spell in order to pull it off. A high-grade armor set will get you there with one or two pieces requiring a Shield enchantment— giving you three or four slots to fill with something a little more interesting. Aside from that, once you realize that any armor suite in the game can be the "best" in protection, your choice will ultimately fall upon looks or style.
