This topic was covered a while back. There is something to do with the game physics, which would need programming (therefore unless Bethseda adds it, we will not see this happening.).

Part of it is that they got lazy, the other part is that only bows or spells would be viable on horseback. This could have become a problem with NPCs on horseback, or the combat system in general. Then there is the fact that while on a horse, the rider gains some of the aspects of said horse. If it was released, you'd probably have people complaining about how they can't use their longswordofpwn while on horseback, or about how they have to keep buying a new horse because it keeps on dying. I would hope that they plan on adding this in later as it would certainly make their horse armor plugin actually useful.

Now that is a silly statement. Yes, Oblivion and Morrowind and the others may have a 'date', but they are not real dates, and maybe people did not have good enough coordination to ride a horse and use a weapon. Its almost like saying that something was unusual in the time of Lord of the Rings.

 

Anyways, I do think that being able to use a weapon while riding is an excellant idea and Bethesda should look into either doing a mod for it, or make it available in an expansion.

I wouldn't care that I couldn't use a sword or bow on horseback if I could have a lance. I want a 10 ft jousting lance that does about 100 points of damage per hit at a full gallop. You would hit your opponent as you ride past and knock them back and down. You would have to wheel your horse and come back to finish off powerful enemies. The lance damage would depend on the quality of your horse, your lance, your speed, and your strength. That would be great.

Actually, not really, since you can pretty much pin a time period for Oblivion and The Lord of the Rings through simple deduction. Lets see: They commonly use swords, and bows. They have Counts, Countesses and the like. There are Army's. Bandits are relatively common. They have Priests, Monks, and whateverelse like them. They have a Capital and other, lesser towns. What is it? Bumpdadabuuuuuump: The Middle Ages! Unless of course i'm wrong, and they never used weapons while on horses in the Middle Ages, or these things don't come close to adding up to the middle ages, or both, then take a mallet to my head, and explain it to me!

Actually, mounted combat wasn't really possible without the invention of the stirrup. Given the fact that horses in Oblivion seem to lack this particular piece of equipment necessary for any real mounted combat. The saddlehorns are also too small to give much bracing, so I would imagine to be quite dificult to stay on the damn thing. This almost (not quite) makes sense that you can't fight while on horseback. If you tried swinging a weapon or casting a spell, you'd get knocked off by the impact. But, now we're just trying to be too realistic about things aren't we?
