Seeking things to do in cities, and how to make money.

I think I have played my current character a little too long and need a sharp change of pace. I previously played a few Ranger/Druid type characters, so was already pretty sick of the wilderness, and I am now pretty sick of dungeon crawls after this character (did the Fighters' and Mages' Guilds --- way too many dungeon crawls). I have also played a thief before and am not too interested in joining the Thieves' Guild again. Beyond thievery and some of the quests (eg Thoronir, fines in Cheydinhal, etc) I have done very little around the cities, so I figured this would be a good change of pace. I can think of role-playing things to do in the cities, but not ways to generate an income and improve skills. Without access to a fence (therefore making stealing less profitable), how can you earn cash in the cities? What are good ways to improve the various skills in cities in realistic ways (ie not spamming actions to build up skills)? Any good mods that add options are welcome suggestions too, but I am primaryly thinking in the vanilla game.

 

I am also considering trying out Windfall, which seems to get a good-rap. Without spoilers, is that predominantly city-based too, or more wilderness/dungeon crawly?

Since you've pretty much done everything there is to be done in vanilla and you want more quests that involve around towns I suggest you install mods such as Windfall or Nehrim, or simple quest mods that add new jobs and things to do in towns, but don't touch anything else that would change the gameplay. There are many good quest mods around and you could take your time and find some that suit you. Also feel free to check my list of oblivion mods(link to is is in my signature). I have sorted out a couple of good quest mods and it will save you some time.
