Oblivion doesn't save game-settings :/

Hello guys, let me first start this off by saying, I am new to the forums and new to computer gaming. If this is isn't posted in the right section, please let me know. :]

I have just converted to playing Oblivion on a PC. I used to play it all the time on my Xbox. This being said, I am new to mods and tweaks. (I know the basics, I have a few mods installed, and I ALWAYS read the 'readme'). As soon as I got out of the sewers I started messing with the Oblivion visual settings in the menu's 'options' section. However, I have encountered a problem with this:

Whenever I change the visual settings via the drag-bars ex: tree fade, actor fade, object fade, they don't change anything at all. I didn't understand why this happened, so I went back into my settings, and noticed that the bars and options are back to what they previously were by default. I changed them again and again, and occasionally some of the settings would work ex. water reflections, water ripples. For the most part, however, the settings would instantly revert back to the default. The settings that DID stay where I wanted them to be, would also change after a relaunch of Oblivion. I have desperately tried to figure out what might cause this and I have a theory:

Recently I have downloaded and installed Streamline for Oblivion. (It's a mod meant to help with fps and other settings) I could be wrong, but what I think is happening, is the mod is over-writing the game settings to what the SL.ini settings are. IF this is the problem, is there a way I can tell streamline what I want my visual settings to be? If it's just Oblivion have a problem, is there a way for me to tell it to save the settings I put in?

If it's worth mentioning, I have the most recent Oblivion patch, and have very few mods (armors, weapons and other small mods), NONE of which change any world graphics. ALSO, I have a decent graphics card, and a core 2 duo processor, I am not trying to play with ultra graphics, I know what my system can handle.

Any help with my issue would be VERY MUCH appreciated, so I would like to thank everybody who is taking the time to read this and resolve the problem. :]

1. After changing your settings, open console, type 'saveini'. It will save any changed settings in Oblivion.ini.

2. Streamline will trade graphic quality and performance. It can automatically raise/lower any graphical settings if your fps gets higher or lower. You can edit SL.ini to change it or limit it(read documentations before doing!).

It's Streamline as mentioned. If you're using Oblivion Shutter Remover and you sound like you know what the visuals work for you, then I suggest turning off smooth and sight.OSR takes care of one and the other one you don't really need unless you have an ancient computer or trying to run a lot of texture changing mods. The default short cut for the options is left control and home.

Streamline is still very worth using for the purge and saves though.

To add to existing advice, this website (http://sites.google.com/site/oblivionpoinfo/stabilization/streamline) has some suggestions pertaining to the use of Streamline with Oblivion Stutter Remover, as well as more general guides, that will be probably be helpful. Also, after you make changes to the ini, make sure you reinitialize streamline.

If you make changes to the sl.ini file after you have installed and played with Streamline active, you will need to initalize the mod with the new sl.ini values for them to take effect. You can do this in the SL Main Menu by choosing the "Special Actions" button, and choosing the Re-Initialize option.
