Making plugins

1a) 3dsmax 3 or higher OR

1b) other 3d modeling program and someone with 1a to do the final export for you

2) .nif export plugin, get from official site

3) 2d paint program capable of saving to .tga or .dds format

 

1a is expensive, $3500, although you can get it for "only" $700 if you qualify for the student discount.

If you don't have the money, there are some free/cheap programs that can export to 3dsmax. Try blender, milkshape, wings3d, or gmax. Then all you need is someone with 3dsmax to do the final export to .nif. I'll do it if you're not too concerned with getting it done quickly, since I have other work to do.

 

The 2d paint program can be almost anything you can think of, so just use what you're good with.
