fallout 3 npc lag

every time there is a group of npcs on screen my fps drops. i am useing madhrastic enb. i get a solid 60 fps unless i look at npcs i drop to 27 sometimes 23 depending on how many npcs on screen. i have tryed turning off all my mods and uninstalling all the textures but nothing seems to help. does anyone know of a cause for this? my specs are

 

i5 4670k

8gb ram

gtx 970

Your load order is a mess. Go to the FWE page and scroll down the page for a sample load order or use BOSS to sort your load order.

 

Blackened will only work with the Paradox Ignition version of MMM.

 

Compatibility patches must load after the mods they are patching.

 

Uninstall all of the plugins that you are not using. If the file is in the "Data" folder, it will be loaded into memory.

 

Is there a special reason you created a merged patch but have not activated it?

i know the load order is a mess it wasent always like that but as i said i used loot to sort the load order in my last attempt to fix the problem. and the merge patch is uncheck cuz i was turning mods off one at a time to try to find the problem before i found that it was npcs.
