Surplus Ammo? Creating special ammo? Fail!

Alright so all the talk of Surplus Ammo in the game yet I can't figure out how to use/make it?

I can keep buying "box of ammo" or "surplus ammo" but it doesn't show up under ammo and I can't select it? What gives? They told us this would be a big portion of the new features....

And how come you can't make half the rounds you can buy as well?

I don't think you guys are understanding the OP (or me). We know to use the reloading bench. And we know what components are used. You get cases/hulls from using ammo or finding/buying, for example, but you can also find items called "case boxes" on gun shop vendors. these are misc items and don't appear when you're using the reloading station. Are they used at all, or are they junk items? other examples are jars of powder and primer boxes. these are different items than the "powder, large rifle" etc... and "primer, pistol" items. The other part of the question is the "surplus" ammo, and "boxes" of ammo. Chet in goodsprings talks about them being a low cost alternative to reg ammo, even says they'll make your weapons degrade faster, but i've found a bunch and can't figure out how to use it. If it's even usable. maybe this will help clarify the question.

This explained further^^^^^^^^

UPDATE:

TRY GOING TO THE NIELSON AIRFORCE BASE OR W.E I NOTICED IN THE WORKSHOP HOUSE THAT I HAD ALL MY SURPLUS AMMO SELECTED..... SO MAYBE TRY GOING AND PASSING THAT QUEST?

good question. I was gonna ask the same thing, it just hadn't made it to the top of my list yet. Surplus ammo, case boxes, jars of powder, primer boxes, etc... are all misc items and i can't see any way to utilize them. I've progressed a fair way through the game and have yet to be able to craft a single round, lacking either primers or powder.

Buy the Box/Case/Jar then drop it, and pick it up again. If you buy more then 1 at a time, only the first one will open, the rest will be their misc item counterparts.
