Reset stats and skills

Here you go, just finished it for you. Sadly I couldn't get a stat menu recustomisation interface going, so to compensate I simply allowed the player to reset their level to 1 (removing only skills, some perks and restoring SPECIAL Stats (which is done in a seperate option of the menu)) allowing for you to quickly reassign your stats to your choosing.

just one question

i am lvl 18 , i have all 18 perks and points to spent? or i just reset to lvl 1 with 1 perk and other stats and need to lvl up all 17 lvl again?
