i drop my ram from 8 to 4gb and solved, strange thing, no more death/blue screen and no more restart system strange bug

Here you go, just finished it for you. Sadly I couldn't get a stat menu recustomisation interface going, so to compensate I simply allowed the player to reset their level to 1 (removing only skills, some perks and restoring SPECIAL Stats (which is done in a seperate option of the menu)) allowing for you to quickly reassign your stats to your choosing.
