Could Somone do a NCR Ranger Combat Armor set mod w/

I know there are mods out there already that does the NCR Ranger Combat Armor and helm that does not mark you as a member of ncr.

Just somethings I would like

No Faction

Bonus's: Move Faster in it, rad resist, crit chance, some type of bonus for say sniper rifles .308&.50 ammo based weapons,pistol bonus's, melee weapons, Oh and a rebreather in the helm for underwater.
