Fonger
When you purchase chips at a casino you have the option of using any one of 3 currencies and there is an established exchange rate between these three (or 4 - the forth represents the house chip) The question is . . . If this was the real world, the exchange rate would fluctuate based on current economic {or possibly political power} conditions so do your game actions {or the course of the main quest script} effect the exchange rates? or are they fixed? Consider -- Does helping the NCR raise their exchange rate?Does helping the Legion change their rate?
Gishank
As far as I can tell the exchange rates are fixed, but they vary from casino to casino.

I'm pretty sure all casino cashiers use the same exchange rate. Look in your inventory for the value of each currency.
