Unfortunately, the way textures are loaded onto the graphics card means that larger textures, e.g. 4096x4096 vs 512x512, do take more power and therefore load slower.

 

However, textures could change the look of something, such as change the werewolf skin color, and have no performance impact so long as the size stays the same. Additionally, mods like ENBoost and Skyrim Optimized Textures help improve FPS and stability if you're willing to put in the work to install them. This way you could theoretically load larger textures for a few items with no net performance loss.
