I don't even see the Brawl Bugs CE.esp in your load order. If you have it, re-enable it.

 

Then try using this: http://www.mediafire.com/download/84p92x4fkyxlnuu/Brawl+Bugs+Cheat.7z with the Compatibility Edition of the Brawl Bugs Patch.

 

If you read on the Brawl Bugs comment section there's a post from ErshinPL. It's about the Brawl Bug patch/cheat he made. I use it with Brawl Bugs Patch and am able to brawl without problems.
