Lazy Guards.

When the Necromancers attacked the Bruma mages guildhall, and slaughtered all but one of the mages there, why the hell did the Bruma guards do nothing to intervene? You'd think they would have noticed a bunch of strange black robed people flocking to the guildhall, and raised their suspicions. And you'd also think someone would have heard the screaming or seen the fires burning and raised the alarm.

 

Damn you freaking Bruma guards, you let my friends die...

Maybe the Necromancers all used invisibility or chameleon spells to sneak in and out of town. But you are absolutely right about the screams in the night and the huge flames. I am not very impressed with the guards. The revolving door justice system is a joke too. If a guard arrested a Necromancer who had murdered one of your friends, this Necromancer would probably be fined 1000 Septims and gain one point of infamy, then he would be back on the street doing more evil again.

Yeah, there are huge flames and people dying everywhere and the guards do nothing, but the Nine forbid you steel a silver plate - the guards will know even if nobody saw you and follow you across all of Cyrodiil.
