That wasn't Lucien giving you orders, it was the traitor. Likely, the Draconis family or one of its members were of high standing in the Black Hand, and Bellemont wanted them all dead.

Actually, the Draconis family was the last 'correct' contract you do before the dead-drops get switched. And the Dark Brotherhood are assassins for hire, so some ordinary citizen paid them money to have you kill them.

In Erol Eslaf's chronicles of Oblivion (Num is Sum Qui Mentair Tibi) Traelius Draconis left Perennia and his children and went to Elswyr. Years later, his health failing and with little wealth left and loss of status due to age, he looked to retire to a more simple and peaceful life. He discovered Matthais and found him to be a "boorish lout" and was unhappy with how Perennia had raised the children. If he only had Perennia killed, one of the children would inherit the farm, so he arranged to have them all killed so he could move into Applewatch and live out his remaining years.

 

Traelius never made it to Applewatch and either died or was killed by goblins or an animal (translation is unclear) near his last campsite near Nenyond Twill.
