I tried disabling V-Sync in game and forcing it through my video card but I still get the same results. When I type "tdt" into the console the hihgest FPS I'll get is 31. If so you'll need to adjust the settings for those mods, they both cap your FPS, default setting is 30. If you're not using either of those mods then your FPS is not capped. Oblivion has no cap unless V-sync is on and then it would most likely be 60, the refresh rate of your monitor. Unless of course you have a 120mhz monitor. Honestly though there is no reason not to cap your FPS around 40. You won't really benefit from going over 30 or 40 FPS. It's not a shooter. You'll actually save resources by capping your FPS. I installed the stutter remover to fix stuttering I had outdoors when a lot of the world was seen and I was far away from a town and the stutter remover didn't even fix it.
