Is this normal?

Loaded up my first game of Skyrim on PC...and my first modded game, using a heavily modified character, using a fighting style relying on mods....throwing weapons etc. I've added mods to increase the number of bandits, to heighten the difficulty and realism, as well as giving me a good chance of loot. So I'm completely new to all this, and am stunned to find myself at level 11 and having come to the notice of the Jarl of Falkreath....in only 3 days. And I've barely left Riverwood! I'm roleplaying so that I can't wear any armour without improving it, or use a weapon. So I'm hanging around Riverwood trying to get the materials together to build my inventory....the mods I have mean I need tents, waterskins, etc. Plus of course armour and weapons.

I've taken on 5 wolves and 1 bandit. Because I couldn't use anything other than a dagger throughout Helgen, I spent most of that hiding. I've chosen the Thief Stone, because it fits with my game style. But I'm seeing Bone Mold Armour on bandits, really, really powerful bandits.....and am practically gaining a level whenever I smith, or shoot more than 4 arrows. It was never like this on PS3 lol..so is this normal for PC?

Thanks!

Normal is relative especially when using mods. You've probably added something that's effecting at the very least your bandit leveled lists but as long as you don't use an alternate start mod that allows you to stay away from the main quest, yeah the Jarl will notice you as soon as you get to town.

I can't really say more than that without an actual list of the mods you're using and the specific problems/issues you think you're having but my guess is your "good loot" mod is overpowered at the very least.

If you have the Hearthfires DLC Jarl Siddgeir of Falkreath sends you a letter when you reach level 8 or 10 I believe. That's standard.

Bonemold Armor on Bandits is something I see on OBIS added bandits on occasion. You might be able to fiddle with OBiS' settings in the menu.

It's obis with the obisdb.esp, bone mould is actually not that strong of an armor so it showing up at a low level is not a problem. However if you dislike that just disable obisdb

you may need to lower your difficulty settings when you try out mods for the first time. This is your first rodeo you're gonna get rekt for a bit

About role playing alongside new mods, I recommend you don't do that until you are familiar with your new mods, especially if you have some that drastically change the way the game is played like obis for bandits. Right now it's extremely difficult already and you don't need to handicap yourself any further.

This doesn't mean you should stick with lower settings though, when you feel a bit more comfortable and aware of your new mods try to slowly increase your difficulty as you play until you find a spot your happy with. Using mods is all about experimentation.

I wouldnt say OBIS is a 'realism' mod its more as a difficulty mod that make bandits much more difficult by making them more varied. Everything is properly leveled and set by vanilla standards. The initial difficulty however is the same as the original skyrim. The sight of Bonemould and your own set roleplaying handicap is making it hard for you

SkyTweak is a mod I consider essential as it allows you to tweak so many things. With SkyTweak you can change the experience gaining speed of any particular skill on the fly.

The level 10 Jarl letter thing. I guess the reason why beth decided to give you the letter on such a low level is so that you get started with Hearthfires content right away. It is the same thing with Dawnguard.
