Expansions available only when near radio source.

I remember finding a mod that only let you get an expansion quest once you were near it, like only being able to get Point lookout's radio signal if you were close to the boat. Does anyone know what mod this is?

There's DelayDLC or Refurbish DLC.

 

Both do the same thing, albeit implemented slightly differently, IIRC. I'm using the Delay DLC one.
