TILDE (~) not working

I tinks there is bEnableDebugConsole or some such command in the .ini config files. *but* most of that is done thru the FalloutDefault.ini that's in steam/steamapps/common/FNV.

 

Further, you knowz btw to much dismay but I digress ergo visa vi chicken con polo. Did you know the save game gets flagged as cheated (or well has cheated) when you open the console.

 

Least, the way I figure it as anytime I use the console even for basic Gamebro maintenance commands achivement tracking gets disabled. I'm not sure if you still get the XP if yer using da console.

 

Perhaps you would be better off if you were dealing with the root issue here, the drop in FPS. Common practice

 

For example, I ended up un-installing Visual C++ an .NET framework, then installing .NET framework again from the Microsoft automatic updates webpage. Then getting a download of Visual C++ from microsoft too, which you can find links to in the Steam troubleshooting webpage listed in your start menu under steam. I reckon I updated Direct X with the end user runtime update for DX 9.0. Then you know, updated my grapics card driver, from hearing Nvida dropped in a few bits for FNV usage. Then from what I had read in the Common Practices link above, I went from "let the application decide" to "use advanced settings". First though I disabled AA an AF in the FNV default launcher. Went back to the grapics card driver advanced settings an set all that stuff right, with AA turned off, an AF set to 4X, also I put texture filtering on high performance. This an most of the normal tweeks we used in FO3 with a few new tweeks brought the game back up to speed. Before this I was using the d3d9.dll which was somewhat faster, but totally hackerish euuuuuu.

If you have windows 7 or vista, than you will have this problem. The way to fix it is go to...

 

Start > My Computer> Properties > Device Manager > Human Interface Devices

 

under Human interface devices you should see one named ITECIR Infrared Reciever (EC) or something similiar.

Right click this and hit disable to disable it. Now you will be able to use the ` or ~ key to open the console in games.

 

I'm not sure why this works, but I've had my device disabled for weeks now and have run into no problems or anything with it being disabled.

Here is my write up on ~ problems in Oblivion. Most is the same for FONV

 

For some reason beyond my comprehension, Microsoft decided to disable the tilde key (~) when they have infrared turned on. On most desktop computers this is not a problem because they don't have IR capability. However, for laptops and media center desktops, as well as those desktops that do have an infrared receiver/transmitter it is a nuisance.

 

On non-English keyboards the key in question is the one to the left of the 1 key on the top line. Whatever its symbol.

 

On the media center PC, the simplest fix is to unplug the IR from the PC. The tilde immediately returns to use.

 

On those with an IR that can not be simply unplugged, you will need to go into the control panel to disable IR.

 

On an XP system: Vista will be similar

Start>Settings>Control Panel

click on 'System' then the Hardware tab, then the 'Device Manager'

 

Find the infrared port

Under the section labeled 'Device usage' select 'Do not use this Device (disable)'

Click on the OK below it.

 

A red x should appear over the IR port on the list of devices.

 

Of course, this will make anything that relies on the IR no longer function until you change it back.
