Lucky 38 crash on entering and awful audio stutter and fps fail

Hey all,

 

I'm having an issue where I crash whenever I try to enter the Lucky 38. Game just crashes. Also, my fps crashes whenever I get into a fire fight, and shouldn't. This computer can handle much more intensive games (does modded to all hell and gone skyrim with ease) but seems to choke whenever I get into a fire fight. The audio makes a messed up stuttering 'stop start' and my framerate is reduced to a slideshow. Here is my load order, anyone have any ideas? I would dearly love to be able to play this game again, it was my all time favorite when it was playable.
