New to adding mods

I recently got a computer good enough to run stuff like Oblivion, and of course, I want to mod it. I have it through steam, and I have the OBSE (I've heard it works with steam now). I've downloaded a mod, but can't seem to get it to work. Where should I putting it exactly? It's a .rar file (just 1), and I put it in the Data folder, is that right?

No, you do not put the .rar file in the Data folder. First of all, you will need a tool to extract the .rar file. WinRAR is the native tool, but 7zip (which is free) will do it, too. Once you have WinRAR or 7zip installed, follow the instructions in either the mod's readme, or on the download page -- not all archives are packed in the same way, that is why it is very important to read the instructions, and follow them.

And one thing I have learned from the rest of the guys here...if the mod doesn't have a readme with it...probably should avoid it. There's no telling what it may do to your game/system. as well, you may want to look at using OBMM to manage your mods. Whole bunch of useful stuff in OBMM
