I am sure you are able to drag the NMC files from Fallout 3 and use it on New Vegas but it doesn't replace all textures. It looks pretty good though. Not so much of terrain mods yet. It took about a year for the NMC developers to make the NMC texture pack so you probably won't see a whole lot of mods like that for a few months. The NMC texture files do indeed work, but as was said above, not all assets are used. I PM'd the author and they replied by saying that they are looking into making a NV version, but that we are allowed to use the FO3 version in NV.
