There is a lot of hot talent on Nexus - mod-makers who make brilliant mods, that improve Oblivion far beyond anything that Bethesda thought of. I'm sure that if all the best mod-makers were to put all their skills together, they could come up with a new game with new coding that is even better than Oblivion, and make millions. Why haven't they?

Too hard to organize. This is a hobby for most of us, and teamwork takes a ton of coordination. Mostly we just like making our own little mods.

 

But if you really think about it, we already have. Install every mod on the Nexus and I'm sure you'll have a whole new game.

Modding is a different kind of skill than programming. Modders use the CS and other tools to communicate with an existing game engine. It is sort of like playing the piano. Many expert piano players would have no idea how to go about building their own piano.

 

And as Ub3rman123 said, Oblivion is a sort of a hobby people do in their spare time. Most modders have jobs or go to school. Entrepreneurship is tricky because entrepreneurs and their employees need money to live on, but money is hard to come by until the business is earning a profit.

Well one result of a lot of talented modders working together would be Nehrim, but that is a total conversion and the team had recources most other people who mod just for fun probably don't have.

 

You have to take into consideration that most modders live continents apart and something like that can hardly be organized by internet only.
