How do you script a weapon mod?

ok, i'm trying to create a weapon mod that adds shock damage to a melee weapon. And the thing i can't figure out is how to add the effect. I've tried a dozen methods and nothing works. Any ideas?

not what i meant, i'm talking about adding an "Item mod" (like the laser rifle scope) to a baseball bat that gives the bat shock damage.
