terrarizing
I'm currently working on a sort of steam punk type game using the New Vegas engine as a way to learn the GECK. This game however requires assets that I simply don't have the time to make so I'd like to know if it's possible to convert resources from one game to another. I'm not talking about vanilla resources (obviously that's illegal) but modder's resources from other games. I have special interest in getting those from Oblivion and Skyrim if at all possible. It's mainly statics, like furniture, I want not really weapons or armor.

If you have Oblivion and Skyrim, there is nothing to stop you from using whatever you want from those games. As long as you restrict the use to your game only. You cannot upload anything that you have ported from another game without the creators permission.
Oubliette
If it's a modders resource those tend to have open permissions so usually you're fine to port them to other games, though it never hurts to at least try to get in touch with the resource creator to check (and or read their readme's carefully some people are fine with use in the game intended but not in others and they'll usually say so in their permission statements) and you'll need permission for every single item you convert to Fallout if you plan on releasing so take good notes. nivea
Also keep in mind alot of those "resources" are actually based on the vanilla game they are made for, which would make them not legal to release even if you had permission from the modder.
