Is there a fix for "Can't wait here" problems

For some reason I have lost the ability to wait anywhere. I know there are locations where you can't wait but I can not wait anywhere. I mean anywhere, not inside, not outside, I still get the message "you can't wait with enemies nearby" but I get the "you can't wait here" message standing next to my home in Good Springs, in the Crimson Caravan compound, in the middle of the Mojave, literally everywhere.

 

Is there a console command to reset this to the default setting or some other way to let me wait? Some quest are time specific and just sitting around waiting for time to crawl by is boring.

Its not so much a can't wait problem and more of an aggro problem, possibly a radscorp or some random mob that you drew hate from that fell through the world geometry - or something not resetting the necessary flags -

 

for example, if a bark scorp starts to pursue me that I don't see and I enter the Hidden Valley Bunker, the BoS will gear up for combat and point guns in my face as if they're attacking me but instead are on alert because some scorpion topside didn't like me before I made it inside.

This must of been the problem because it went away after about 5 hours of additional play. Thanks.
