AAAARGH modding is ridiculous

Hi all.

 

I'm trying to get into modding Skyrim and I've been looking for a good modding beginner's guide. I followed this one (http://www.reddit.com/r/skyrimmods/comments/272pwi/super_epic_guide_beginners_guide_section_23/)

 

And everything seems to be going ok, but now my SKSE Skyrim is locked at 30fps. I tried changing the enblocal.ini to force 60fps limit but I'm not getting any changes. Add to that the major screen tearing I'm now getting and I feel like tearing my hair out.

 

What have I done wrong?

 

My laptop is more than enough to run Skyrim and any mods I can find:

 

Geforce GTX 970M 6GB

Intel i7 4710HQ 2.5 gHz

8GB DDR3L RAM

1TB 7200RPM HDD

 

I havent installed any mods other than the unofficial skyrim patches, I've set up a bashed patch with Wrye Bash, my Load order seems to be fine, I've cleaned the necessary files with TES5Edit, what the HELL AM I DOING WRONG!!!!

 

Please help as I might just be going crazy.
