SMIM not working properly

Something in my install order is stopping SMIM from working 100%, the ropes on pillers and such are not 3d but look like vanilla painted on ropes. I looked at the conflicts but not seeing anything and even tried deactivating any town/city mods. I do not know if it is a install order problem (don't think it is), or a load order problem. But anyhow here is both.

I always put SMIM way towards the bottom of my load order that way nothing overrides it, yours seems to be somewhere in the middle. It looks like maybe ETaC may be overriding it somehow.
