I can't find the version for 2.8.x, all the available versions are HERE. I suggest you downloading the latest 3.0.1 The normalmap plugin is HERE. Again, download the latest version. Now I'm on it, I'll upgrade my GIMP. Cheers! EDIT: Funny. Now I see my GIMP for WIndows is up-to-date, but no download for my version, the newest one at the GIMP homepage is, indeed, yours.
