Skyrim Crashes in Whiterun after 30 seconds pass, I can do anything for those 30 seconds, but trying to enter buildings doesn't work.

Have you tried a vanilla game to see if the same thing happens?

Are you able to wait one hour game time (with the wait function) without it crashing? You may find that the crash is consistent with a certain game time, in which case it could be caused by a bad script of some sort? I had a problem similar in oblivion. The funny thing was that all I had to do was restart my computer....

 

Also do as huntress suggested, run without any mods and see if the problem still occurs. If it doesn't, you can slowly figure out what mod is causing the issue.
