Any alternatives to Better Cities?

I think Better Cities could have been an amazing mod but sadly the mod is ruined by being so extremely unbalanced. It's so silly when you can just walk straight into the bank, lock pick a very hard lock and pick up 600000 gold with your level 1 character. I wonder how someone can enjoy this, because its the same thing as typing player.additem f 600000 in the console.

So I wonder if an alternative to Better Cities exists that is more balanced?
