Should Shivering Isles intallation turn off the oblvion.esm file?

I have just installed Oblivion GOTY (including the SI & KOTN add-ons), and noticed when I looked at the "data files" to make sure the add-ons were installed, that the SI/KOTN add-on installation had turned _off_ the oblivion.esm file. Is it supposed to do that? I did a test start after installing Oblivion, & it loaded ok. Then I did the same after installing the add-ons. It also seems to start ok (I didn't take it beyond the initital cell, just wanted to see if it loaded ok). I did that both with the oblivion.esm turned off (per the add-on installation), then turned it back on & repeated. In all cases it seems to load ok.

 

Before I proceed to install a bunch of mods, I'd like to verify that something did not get messed up during the install of the add-ons. While I have not modded Oblivion before, I have done so with Morrowind, and this seems very strange. I'll be playing Oblivion from the beginning, so this is a completely clean (vanilla) installation..

 

So, should I be leaving it off? Or turning it back on?
