If you needed to look up some base/actor id, having a browser right there all the time would be way quicker than having to exit out of your game, looking it up, writing it down, and re-launching the game. It would also be useful for researching bugs and how to fix em, where things are, strategy guides, and all that cool jazz. Somebody should really try and make this! That would be very difficult using the game engine (I would say its impossible, but then again, there might be ways) by itself and a much simpler alternative would be to Alt+Tab your way out to the desktop and using firefox. You play Fallout New Vegas on a PC, therefore you've got it on Steam and therefore you can press Tab + shift to bring up the Steam cloud thingie, which has you friends list and a web browser!
