I was also thinking of trying to get together a rather large mod which took the courier to Arizona

 

That could be a bit of a stretch, how about a mod that makes legion recruits less rude and insulting, and puts various traders and paid worker legion civilians in the legion camps that sing the legion's praises how things are back home. That would do the trick. Because completely recreating the legion's territory from van buren would truly be a time consuming task and is far exceeding the scope of how big this mod should be.

Making tonnes of new legion territory would be a very tricky endeavour. Perhaps adding a small town or legion trading post that can be accessed from the fort could work better?

They would also be better if they were less misogynistic.

a common misconception about the legion is they make all women slaves, but they don't know that regular women and girls native to Arizona are rarely seen as slaves (they are looked down on and have less rights though, but they aren't as mistreated as much as you would think), most of the slaves you see are captured from the legion's enemies and are prisoners of war, they don't have as many male slaves because most of the male slaves become soldiers eventually, and they tend to be more rebellious which is why they are more often executed instead of being kept as slaves, because they're not worth the trouble.
we should add freed female civilians to the game to reflect this.
However, I'm not to saying the legion isn't misogynistic, but they aren't as misogynistic as most people think. And I don't want that misogyny to be ignored in this mod, it should be acknowledged as being less than what most people think, but still present. I don't want the misogyny removed or going unknowledged because that would make this mod non-lore friendly and inconsistent with a lot of posters and a whole ton of dialog in the game.

Have you played New Vegas Bounties II: There's a quest there that makes you go into Legion territory. It actually covers a lot of you kind of want: There are technically freed men and women living under Legion rule in a Legion controlled town.

God! Why didn't I finish Bounties II? I've always wanted to go to Legion territory!

God! Why didn't I finish Bounties II? I've always wanted to go to Legion territory!

 

You need to have done the main quest of new vegas bounties 2 (have killed Sergio) and have completed "Think of the Children" by saving the children in The Inheritance (to get that quest you need to have completed the main quest of the inheritance). Then you'll get a quest to go into legion territory.

I think this mod idea has a lot of merit and would be pretty interested in doing some work towards it, I've been playing around in the GECK a lot for personal use an have a personal project I'm doing at the moment but this sounds fun. The paperwork quest would definitely make me side with the legion though, especially if it plays out like any other piece of paperwork you ever have to fill in. (ie You get there, the clerk is an ass and the staff incompetent, there's a massive line, you realise you left something at home, there's at least 2 boxes you have no idea how to fill out, it takes ages, you get to the front, its the wrong slip for what you want to do, you fill out another form, the pen goes dry, you find another, fill out the form, pay a ridiculous amount for it to be sent in second class, it comes back two weeks later and the photo you attached wasn't suitable so you have to do it again). I always think the Legion needs more fleshing out as well

Why should Courier pay NCR taxes when he/she isn't a citizen of the NCR,you guys are just trying to make NCR bad so hard you are ignoring logic

The NCR in fallout 2 takes a very large portion of your earnings from caravan runs, and the prices in the NCR town in fallout 2 are extremely bloated compared to the other cities in the game. 1 clip of 10mm ammo would be worth 80 caps in the Den, would be worth 150 in NCR territory. Heavy taxation is one of the most defining traits of the NCR. I was honestly very surprised how laid back the NCR was in New Vegas compared to fallout 2
